NFC meeting ends decision to form 6 to 7 working groups

Islamabad (4 December 2025): The National Finance Commission (NFC) meeting has concluded, and it has been decided that 6 to 7 working groups will be formed. A separate working group will also be created to review matters related to the former FATA region.

The opening session of the NFC was held in Islamabad under the leadership of Federal Finance Minister Muhammad Aurangzeb. During the meeting, officials agreed on forming new working groups.

The next NFC meeting will take place on either January 8 or January 15, 2026. In today’s discussion, a proposal was presented to reduce the weight of population and increase the weight of tax revenue in the formula for the 11th NFC Award.

Another suggestion was to include forests in the revenue formula and make changes accordingly. The federal government also prepared a report for provinces on their performance and revenue distribution under the 7th NFC Award. Meanwhile, Punjab, Sindh, Khyber Pakhtunkhwa, and Balochistan prepared their own working papers for the new NFC.

Khyber Pakhtunkhwa recommended increasing the share for merged districts and raising the allocation related to the War on Terror. Sindh stated that it would share its recommendations for the new NFC after reviewing the federal proposals.

Finance Minister Muhammad Aurangzeb thanked the chief ministers and provincial finance ministers for attending the meeting. He said that successfully completing the NFC Award process is their key goal.

He added that transparent dialogue is the best way to clear doubts and end unnecessary speculation about the NFC. He appreciated the provinces for signing the National Fiscal Pact and acknowledged their efforts in maintaining required fiscal surpluses.

Muhammad Aurangzeb also praised the provinces for cooperating fully to ensure proper implementation of the IMF program.
