Islamabad (18 October 2025): It has been revealed that provincial excise departments and police have been seizing non-custom paid (NCP) vehicles, and now an official investigation has started into the matter.
After this revelation, the Federal Tax Ombudsman (FTO) ordered that all seized NCP vehicles must be handed over immediately to the nearest customs house. The FTO began the investigation under the FTO Ordinance and reported that such actions by provincial departments have caused heavy losses to the national treasury.
The FTO took notice of the illegal seizure of non-custom paid vehicles and launched an inquiry under Section 9(1) of the Federal Tax Ombudsman Ordinance 2000. According to the report, provincial excise and police officials have been seizing these vehicles under provincial laws, which has led to major financial damage to the government.
The report also mentioned that dealing with non-custom paid vehicles is the exclusive responsibility of Pakistan Customs. Therefore, all seized vehicles must be handed over immediately to the nearest customs office. It stated that such provincial actions are a violation of Article 143 of the Constitution and the Customs Act 1969.
The FTO further said that these illegal provincial rules also go against existing court decisions. It directed the FBR to approach the Ministry of Law for the cancellation of these provincial regulations.
Additionally, the FTO recommended that chief secretaries, DG excise departments, and provincial police chiefs be officially informed about these directions. It also proposed amending Section 170(2) of the Customs Act and asked for an implementation report within 90 days.
