The Ministry of Municipal Affairs in Saudi Arabia has announced new rules for temporary residences in Makkah and Madinah to make sure that Hajj pilgrims stay safe and secure.
According to Saudi news reports, these new rules will apply to all temporary housing provided for Hajj and Umrah pilgrims in Makkah and Madinah. The most important condition in the new rules is that the building must have a license (NOC) approved by the ministry.
The new rules also state that no central kitchens will be allowed inside temporary residences. Instead, pilgrims should use services from licensed and well-known catering companies for their food.
Food and drink vending machines can be installed inside the building, but only after getting official permission from the ministry.
The rules also say that laundry services must be available inside the temporary housing. The basement or parking area of the building cannot be used for business or entertainment purposes — it must only be used for services or parking.
Each building used for pilgrims must have proper firefighting systems that follow the safety points set by Civil Defense. Emergency vehicles should be able to easily reach the building if any urgent situation happens.
The electrical wiring inside the building must be safe and properly arranged. If there are any flammable materials stored, they must be handled under the official safety rules.
The new rules also make emergency exits compulsory. Every building must have at least two exits for emergency use. The design and decoration inside and outside the building should follow the Saudi Building Code, including proper ventilation, safety alarms, good lighting, and regular maintenance work to keep everything safe and functional.
