In Karachi, after the launch of the new faceless e-ticketing system, people have many questions. One common question is: What happens if the original owner of a car has passed away — who will pay the e-challan now?
DIG Traffic Karachi, Peer Muhammad Shah, while talking on ARY News program Ba Khabar Sawera, explained that S4 cameras have been installed all over Sindh. He said the system will take time to work smoothly, because big changes never happen overnight. “If we stay patient, this system will definitely succeed,” he added.
Peer Muhammad Shah further explained that if a car is still registered in someone’s name but is being used by another person — and an e-challan has been issued — the previous owner must visit the Excise and Taxation Department for biometric verification. They should provide a copy of the new user’s CNIC (ID card) so the ownership can be transferred from their name.
He also said that if the car owner has passed away and their address is either missing or incorrect, the fine will not appear in the system. Instead, that vehicle will be blacklisted under the Safe City Authority. Whenever that car is spotted on the road, it will be seized and won’t be released until the ownership is updated or the fine is paid.
When asked how citizens can update their address, the DIG said that people should visit the official website of Sindh Police and download the mobile app. There, they can add their current address and phone number. The app also shows how many vehicles are registered under their CNIC.
He added that through this app, people can also check their own traffic violations, fines, and even see how many times they have received warnings. “A person cannot get multiple e-challans for the same violation at once,” he clarified.
In the end, DIG Peer Muhammad Shah advised everyone to change their driving habits and follow traffic rules. He said, “This system has been made for the safety of citizens, not to trouble them.”
